It is my understanding that for malt liquor and many of the lower end macrobrews the brewery makes a batch at high strength then waters it down to whatever strength a particular market, usual due to their laws, requires.

I have drunk from a boot now. If you want to try it out and you're in the Ann Arbor area, go to Heidelberg restaurant and you can drink from a 1 liter or 2 liter beer boot. In German they have the term Straw Widow (Strohwitwe) for what the article calls California Widow.
