my friedn in puerto penasco Mexico was trying to get on Skype but it keeps asking for billing info. How can he get around that? He shows up for just a flash on Skype, but then is gone. And then it asks for billing info.

Hugh, you should be able to send him a link. When you click on the "add person" button (it's probably a blue circle with an image of a person and a "plus" symbol). Then, click "invite to skype". It will give you the option to share a link. Try that.
