A week or two before my internet slowed to a crawl I installed some software called Steam, through which to play online games, becasue I'm childish like that. Could this software be responsible for slowing my internet even when it or the game are not running?

I guess you just need to let Steam download all the crap it needs too, then you can have your Internet back. You could try farting around with a firewall and stuff to restrict bandwidth to steam but that's probably more hassle than it's worth...

How's things runnin now?
Might also be attenuation in your lines. Call your broadband provider and make sure they come out and give things a thorough once-over. May need to get rid of some devices attached to the cable, reroute so that cable modem gets priority.
So your cable network should look like this when you've factored in things like echo and attenuation. This usually happens outside where the cable drop is. Box might be locked, easy to break in most cases with a slotted screwdrive, easier to have someone else handle it.
That wiring and hardware gets bad, and sometimes you have very little control over it. I'd say call cable company. If you wanna get really crazy you can install a dedicated ground for all of your networking and computer gear, tends to make things better.
You also may have a failing wifi router (I've been through three), get one of these. You will instantly notice your network speed increase.
Good luck.
