Oh, and I have a dandy way of not being seen. I simply maintain a drab and boring façade. So, if I want to kill you, you'll never see me coming. Unless of course, you happen to notice my stunning vintage handbag. I sometimes forget to dial it down to a couple of pockets in my denims.

if you want to prevent users from hiding, then set the permission "Can hide online status" to "Never" for the Registered Users group in Group Permissions.
whatever that means, however I found other information that says it's not possible without using a hack. Maybe that's for a different version of phpbb. Just check if the above option is available, it's worth a try.
But careful, we may loose people.
