I'll say 13 as well; figuring that, theoretically, if a visiting pitcher, in what turned out to be a rain-shortened, official (called at the umpires' discretion) 5-inning complete game, gave up a first-pitch HR (or had a "first-pitch" [hit, error, hit batsman] base-runner score due to errors), and that same visiting pitcher retired 12 other batters on 1-pitch outs, while his own team failed to score, he would lose the game 1-0 and yet would've only thrown 13 total pitches; since the home team does not bat in the last half of the last inning of any complete game when it is leading (8 1/2 innings in a normal complete game; 4 1/2 innings in a rain-shortened complete game).

The "home team" pitcher would pitch the TOP of the 9th inning in any game.
