A private residence is your only safe bet. That or Death Valley.

Some of the beach communities, Huntington for one, have quasi-outdoor restaurants/bars. You won't be able to smoke there, but you can drink and write. At night it's a different story. You can go out on the beach and smoke and drink all you want.

The women of Huntington are easy on the eyes as well.
